For the first, DS hacking has only just started to become doable beyond 493/649 hacks, and there have been a few in production (the only one seeing progress though is by a guy who is making a Light Platinum remake, fuck that).

For the second, all the regions would need to be a detailed as GSC Kanto in order to do that on a third generation ROM.

gee i didn't know making a complex hack on a generation which still has yet to get rom hacks more complicated than fucking with teams and encounter tables only took a year, even with a ragtag group of people on the internet doing it as a hobby as opposed to an experienced team of developers doing it as their job

Why? I thought Pokemon games were fairly simplistic and didn't use all GBA potential

That's because GF can't do something like reusing tiles, sprites and music. Rom hacks can.

That's fairly easy to solve.
One region gets a main story. The other three get side quests. Gym leaders post-game are level 50 battles and have full teams.
