It's a hat, but I'm not exactly convinced that they shared this information with the guy who created his overworld sprite, because it really doesn't look like a fucking hat there.

I disagree. It clearly looks like a hat in FRLG, just not in RSE. And even in RSE, only his overworld sprite is confusing. Once you know it's supposed to be a hat, it's hard to see his concept art and normal sprite as hair.
