At least Bug/Grass has useful resistances like Ground and Water, and if it's fast enough it doesn't have to worry about its weaknesses as much. Rock/Ice is stopped cold by a 4x weakness to Bullet Punch and Mach Punch, and a weakness to Aqua Jet doesn't do it any favors. You need massive stats or a broken ability to make up for a typing that bad.

It's still UU, though. However, it's very viable in OU and even better in Ubers, what with all of the Psychic, Dragon, and Psychic/Dragon Pokegods that Bisharp can Rider Kick in the face before they can Focus enough to Blast it out of existence.
It just doesn't break entire metagames apart enough to be any higher than UU, tiering-wise, despite the fact that it does best in Ubers.
