Actually, if you look up "because reasons" on Google Trends (assuming I'm using it right), it looks like it arose only around 2012. "Because of reasons" was a bit earlier, in late 2011.

You can't base a team solely off of the leader: all of the interactions with Plasma were generic and easy. The conflicts were linear as fuck, and Ghetsis totally ruined the "not such a bad guy" thing by going "I WAS JUST PRETENDING TO BE RETARDED!" at the end of the game. Plasma was as shitty as the Gen 5 storyline.

This about a categories, it's about angles. Team Flare didn't make any goddamn sense and Malva being part of it was just incidental.

What made Rocket more acceptable was that it was more grounded. You got a bunch of gangsters that aren't trying to erase the universe or whatever, but just get a bunch of money. The leader has a gym to throw people off.

This scenario is much easier to swallow as a whole.

Team Flare in general felt like they were doing their own thing while Lysandre was trying to nuke the planet. It felt as if they literally knew nothing of his goals, unlike the past teams.

Best boss: Cyrus. He's pretty much the only one with any significant backstory or measurable personality. His plans actual made sense, in a demented way. He thought emotions were the cause of all problems, so he sought to solve the problem by going to the root: creating an entirely new universe - one without emotion.
Best team: I enjoyed interacting with the Flare grunts the most. They were pretty funny. Plus they have my favorite design.
Most threatening: Aqua and Magma were the ones who came closest to wrecking the world. Everyone else was stopped before their plans became a reality.

Rocket was the best team, being the most grounded and arguably one of the more successful ones, if not the most successful.
Aqua and Magma were crazy, but still somewhat grounded to a point where they weren't simply goofy.
The rest of the teams are nothing more than saturday morning cartoon villains with silly, world destroying/ruling plots that would make Cobra Commander blush from their sheer stupidity with Neo-Rocket being one of the worst offenders

The Lake of Rage is a great example of this, because of what could have potentially happened if you weren't there. It was bad enough that it warranted the current reigning Champion to come out and do something. How can you say that they had no presence?

Simple: Rocket was reactive, the other groups were proactive. They had a general goal - stopping them from doing what, exactly? Doing "bad things". Stealing pokemon, money, taking over various buildings and companies. The other groups had more story development and involvement in plot. Rocket was just there as an element for you to fight against, while the other groups provided motivation and plot. That's why I find Rocket boring.

You meet them once in Slowpoke Well, where they are doing Bad Things for the sake of Being Bad, you meet them once at the Lake of Rage for a 20 minute encounter, then you meet them at the radio tower trying to do what exactly? Bring back Giovanni by sending out radio signals? What would the benefit be of causing all of the pokemon to go mad? Why did they want to do that? None of those elements were present. It was just "we're doing this just because and we'll only show up three times max in the game to give it a semblance of plot." They had shoddy motivation, shoddy execution, shoddy development, and shoddy presence.

You didn't even need to be there either. Lance could have swept the entire place just as much as you could have. It didn't warrant his presence; you tackle many more dangerous dungeons alone in other games.

Instead, they try to erupt Mt. Chimney with a meteorite and jettison rocket fuel into to get to Groudon. They ARE capable miners, since they managed to get deep into Chimney, but Maxie is a terrible scientist.

At least Aqua doesn't have any delusions of being competent marine biologists. They're just pirates, and everything they do - steal the Devon Goods, raid the Dewford Museum, raid the Weather Institute, hijack the submarine - reflects that. Archie even should get props for trying to learn about the thing he's searching for, going to a Museum and Weather Institute to better understand Kyogre's location and ability.

Magma is really centered around real estate, mining, and agriculture - they want to expand the land mass to capitalize on the new territory, and by erupting Mt. Chimney they would cover the nearby desert in highly fertile volcanic ash, making the area highly profitable.

Aqua relegate themselves to marine engineering and oceanography, and by expanding the sea make Hoenn even more reliant on water travel, making raiding them even easier.
