The best defensive type paired up with the best offensive type.
I'd like to see it on a mon with exceptional special attack, HP, Defense, and decent special defense, but totally lackluster speed. The definition of a fucking tank.
A 4x fire weakness with that lackluster speed keeps it from being super-broken, but it resists a hell of a lot and covers most of ice's weaknesses, and STAB Ice is probably one of the best STABs any steel type mon has.
I'm kind of picturing a big steel tripod a la WD Barlowe with a hunched back that forms a snowy mountaintop.
