they said when you keep encountering pokemon, it lowers the chance of finding one while you're there.
If you soft reset, it resets the chance

'they' also say Tipping increases shiny chances too.
It's kinda great that since the 3DS carts are such a pain to crack open pokemon's fallen back into the old style of superstition of the old days where 'they' said constantly pressing 'Left-Right-A-B' increased catch chance in red and blue.
