My point is that Lugia being a Guardian of the Sea and All, and being related to the 3 birds, the only time its mentioned, its pretty much when you are going to catch it. Plus the birds don't even make appearance in the original games.
Now Ho-oH and Suicune, Raikou and Entei, are a lot more built into the game. From the part you visit the burned tower and they are the Key
to unlocking Ho-oH in Crystal.
PLUS the Kimono girls, have absolutely NOTHING to do with Lugia, and sadly they still used them in SS to wake up Lugia.
