Just did the research.

Not including Gen 6 Pokemon, a non +Speed Nature Charizard X (Adamant) can potentially be outsped by:

>Zoroark
>Jirachi
>Volcarona
>Lucario
>Roserade
>Salamence
>Zapdos
>Kyrurem
>Darmanitan

And after a Dragon Dance, you can add Scarf Porygon Z, Scarf Hydreigon, and Dragon Dance Haxorus to that list.

Jolly seems important.

Got it from here. Maybe they were OU at one point in Gen 5. Maybe they weren't. The point about outspeeding them still stands, though.
