When you choose Hydro Pump, you are saying "I want maximum damage, and i can work around the fact that it may miss sometimes"
If the fact that it can miss is a problem for you, then you have to choose an alternative. Obviously there isn't a move that does the same damage as Hydro Pump, but with a 100% hit chance, because then no one would use Hydro, so you accept the next best which is Surf.
It is about give and take, you don't have the option of both perfect accuracy and max dmg, so you need to decide which is more important to you.
