Offensively, it's a great typing. Rock and Ice are both powerful attacking types that're each supereffective against many things.
Defensively, it's the worst.

The current best defensive typing is steel/fairy, as on Clefkey and Mawile- there's very little it doesn't resist, and it further has two immunities.

Fire and ground, dude. Steel/bug is still the best defensive type. Water/ground is not bad either.

What I don't understand why they insist making rock pokemon defensive slow and fragile juggernaughts when they are an offensive type.

Rock and ice have the same problem, they were created to be offensive type, but they are based on things that are associated with something slow and sturdy (glacier,boulder etc...) and Game Freak based their design on that and not on the type chart

Bug/Steel is also weak to fire- 4x, rather than Fairy/Steel's 2x- and has eight weaknesses and one immunity to Fairy/Steel's nine.

That it's affected only normally by Earthquake's a big deal, sure, but immunity to dragon is also a focus- big enough that the added immunity and resistance takes the cake.

This typing is odd and feels like a decent bulky sweeper.

Maybe.

One less immunity than steel/fairy, otherwise has the same number of resistances and weaknesses, so defensively it's worse.

On the other hand, Dragon is a very good attacking type; you include that, it's much better.
