I'm talking about how you pin a dog around its tummy if it's violent until it tires itself out and stops snapping. Eventually it'll stop thrashing and go limp, doing this as needed will make it realize who is in charge. There are other methods, but this is the one I've used with four dogs so far and it's always turned out great.
And I don't think Vulpix can become fire, it still takes damage from fire attacks, I assume that it simply breathes fire so it'd just be a matter of keeping clear of its fire breath.
