The problem with Pokémon is that while JRPGs have wild and colorful settings and thus can get away with doing whatever the fuck they want, outside of Hoenn/Sinnoh, they're all essentially the same, with very little to make them stand out.
Kanto has nothing unique to it and if it hadn't come first none of its towns and caves would be memorable.
Johto only has the first town and Ecruteak - if the whole region had been themed that way, it could have been a stellar region, but what we got wasn't so much.
Unova is a circle with a bunch of forgettable cities, a big city, that one cool electric cave, and a desert, and Kalos is pretty much the same for the most part, replacing the electric cave with the mirror one.
If they had tried to be wild and varied, then hell, they could be a huge clusterfuck and no theme would be needed. But at the end of the day, they're just a bunch of forgettable cities on a map that has a bunch of climates that make no sense being that close to each other.
