it doesn't need to evolve to level up but what gets me is that this is the same pikachu that defeated regice and yet gets blown away by a surskit. Ash maybe the worst protagonist of all time he has not improved at all since he started and probably still has more tauros than all his other pokemon combined.

It lost to Snivy because it got fucking bolt-strike'd by Zekrom moments before. And then using electric moves hurt Pikachu while Snivy had a fuckton of time to attack back.

Fighting Surskit, it had absolutely no excuse.

Viola's Surskit is badass, dude.

Plus it put Pikachu in a bind with some icy terrain. Pikachu wouldn't have nearly as much of a problem with it otherwise.

Pikachu had no reason to lose to Snivy because it still had access to Quick Attack and Iron Tail, which would've been more than enough to handle the situation. That was Snivy and its trainer's very first battle. There was no excuse whatsoever.

Surskit was well trained and its trainer had very solid strategies.
