It's not that evasion is super powerful and requires a specific team to counter it, it's that it throws way too much luck into the equation to justify allowing in a competitive environment. It's a bit like how OHKO moves are banned, because they're not anything super special as attacks (on average they aren't even a 3HKO due to 30% accuracy), but if you get a couple lucky rolls you can completely destroy what should be hard counters and blow through the rest of the team uncontested. In parallel is the infamous garchomp, who really only had checks and if it got that lucky dodge due to its ability in sandstorm the checks were going to go down.
