I kept going back and forth between route 18 and Couriway city but I have only encountered him 3 times in around 45 minutes now, is there a better way to do this?

Fly to a town nearby a route it appears at.
Check its location in the Pokedex.
Continue to Fly to the same town until it appears at that route.
Rinse and repeat

Do something to kill time, like breeding. The bird will eventually show up in nearby routes as you move back and forth, and that's when you make a move on it. I was breeding Zorua over the course of a couple of hours and got in like 6 encounters.

But it isn't useless. Flying resets the position, checking the pokedex has nothing to do with it.

I softresetted until the bird appeared on my route, then encountered it, saved, resetted, and repeat.

No this sucks. Check where it is and bike there, it won't jump like that, it always goes to the route next to where it is now if you don't fly. So, chase it by biking.

He won't run away. Just use Synchronize ability for good nature and then go soft-resetting until you got good one, that's what I'm doing at the moment.
