tl;dr Gamefreak is indirectly admitting that there's absolutely nothing they can do about generated or RNG'edPokemon (Because a perfectly generated Pokemon is impossible to differentiate from a actual legit caught/breed Pokemon) and that the only way they can clean the official tournaments from them is to ABSOLUTE BAN EVERYTHING that comes through PokeBank from the tourneys?
There's also the fact that because of this new prohibition TMs and Move Tutors from the previous games are impossible to use which will shake the metagame quite a bit.
