What would be a good moveset and EV spread for a Gogoat on a Rain Team considering the fact every team has a Charizard/Talonflame/Moltres?

Considering:
Leaf Blade
Earthquake
Milk Drink
Surf (if I ever go into a Double battle this would work with Dry Skin Toxicroak + Fire/Flying Pokemon)

And I have no idea about the EV spread.
