It is impossible to know. There are no references to the Hoenn heroe in any game that states its gender.
The only hero that we know the gender is the Kanto one thanks to G/S and BW2.

May is the daughter of Birch and Brendan is the son of Norman.

Brendan's hair is the same color as Norman and May's hair the same as Birch.

Seriously RSE really had no rivals.

One was a loser son of the professor that gives up half way through the game.

The other is a sick boy that needed your help to even catch a pokemon and need to ask permission of his uncle to go after a gym leader.

Fucking pisses me off. It reached its worst point in Gen VI when you actually have four rivals but only one of them even gives a fuck about beating you. And she (or he if you play as the girl) is super fucking nice about it.

I really want Gen VII to have a dick of a rival like Silver or Blue.

Brendan has a Swampert, an Aggron, and a Shiftry, and I think later a Rhyperior.

Because May is Norman's daughter in the anime, it would follow he is Birch's son, but the dude never mentions him.

Black hair is a dominant gene, brown hair is recessive (though blonde and red are recessive to brown).

Brendan has black hair, meaning his genes are BB or Bb.

Norman is BB/Bb, the rest of the people are bb.

So May is a possible daughter of Norman, but Brendan, with black hair, can only be a son of Norman.

Really, though, I started on the side that it could be either, but that would involve some infidelity.

It's RSE man. What do you want him to use? Iron Miss? Earthquake and kill Shiftry leaving Solrock alive?

His best move in the RSE games, if I recall, was either STAB Rock Slide (which requires Battle Frontier dickery), or non-recoil Double Edge.

Well, in RSE that was actually pretty good for coverage.

Surf/Earthquake/Ice Beam/Either Return, Brick Break, or Curse or something.

Still, having two physical attackers with Ice Beam is kind of silly.

RSE means no physical/special split.

There's no benefit to using Waterfall or Ice Punch on Swampert over Surf or Ice Beam.

That set up by the way makes Swampert in RSE one of the easiest Pokemon to use in-game ever, followed probably by Infernape.
