I wonder if it's too late to retcon it (only available in Kalos, and that one special exception in Kanto), and just make most of them normal evolutions like Mawile and bannete.
Or they could at least let you activate another one if the current one dies, perhaps with less base-stat increase. I doubt anyone would use more than 2-3 even without that drawback.
