It's as pure and simple as "Does the pokémon shiny value match the trainer shiny value?"
The value ranges from 0 to 4095. If both values match at the time of a wild encounter or when an egg hatches, you've got yourself a shiny.

Also i don't really know about whats standard these days with wireless lan adapters but do newer ones usually support Network Hosting ?
Cause i might just buy one for my desktop PC just so to get better connection for my 3DS with this. Router is in my kitchen and connection is shit like this.
