Good Breloom set?

Right now I'm running Spore, Substitute, Seed Bomb, and Sky Uppercut.

His ability is Poison Heal and I've got him holding a Toxic Orb.

Viable?

Seems you are confused. Heal Stall Breloom is good with Leech Seed and Protect in there for good measure.

Well, my old set was Spore, Bulk Up, Drain Punch and Seed Bomb, and I don't think that really needs much explanation.

I'm a Simple man. When I get a stat boost, I want another stat boost.

You could probably leave Protect out for a good STAB move like Focus Punch, Mach Punch or Seed Bomb.
