As to the regulars only rule I honestly don't know, it's just that newest people are easily found out this time with the archive and you could just pick 8 guys, make sure they posted regularly recently and work with it, type of deal? That is if you don't to go by your guts and personal experience, which I would much respect.

There is a higher chance of 5IVs when using two 6IVs simply because only one stat has a chance of being imperfect, though they won't always have the spread of stats you want (example you might get 31ATK IVs often and x in SPA when you need it to be the other way around)
