The Haunter didn't rely entirely on incorporeal means for her stealth, of course. Flo was specifically trained for infiltration and theft, even without the ability to pass through walls. If the ghost was going to try and sneak out it would notice it was at the far left most part of the city, and that a good 40 feet away was what looked like a guard position, which lucky for it, was undermanned at the moment... The rest of the city itself stretched out below, covered in defensive lines and completely militarized... Soldiers of various types were everywhere and it seemed like the place was on alert for some unknown reason...
