I'm thinking of making this dude, but I'm a bit skeptical.
On one hand, look at those type resistances associated with Poison/ Dragon. Also, the STAB moves associated with it should be ridiculously good (Sludge Wave and Dragon Pulse/ Draco Meteor) with Toxic Spikes support.
On the other hand, it's weak to common types such as Ice and Ground, will snap in two when brought up against an Earthquake, and has pitiful speed with no Trick Room access or reliable restoration outside of Rest.
I may go with a Calm Nature and Adaptability for its ability. 252 SpD/ 252 SpA/ 4 HP for its EVs and Strong Willed for IVs.

-Toxic
