You determine shininess by xoring the trainer ID, secret ID, and the first and second halves of the PID. Before, if you got 7 (000000000111) or lower, your pokemon would be shiny. Now, you need to get 15 (000000001111) or lower.
That means you have a 1/4096 chance for each encounter.
