That's sort of not true. I'm not exactly sure how to put it since I don't think the writers knew what they were doing either. Basically, they became mysterious and actually a threat sort of for the first part of BW. Albeit they didn't really do much there, either. Just standing around in the shadows and doing things for TR. It was supposed to lead up to the TR vs TP two parter, but the earthquake prevented that. After that, it seems they intended to sort of bring the old TR back, but they were still all business and no flair even if they were using some of device to wreak havoc and try to capture pokemon again. Honestly, the best they had to offer was the Nimbasa two parter, which had an arc before it where Meowth was acting like himself again and joined the twerps. It was all a ruse that got them the closest to capturing Pikachu yet. Everything else is pretty standard fare for TR, except not as annoying. (including them not showing at all save for the other two parters) Not even the so called climax was that impressive. Giovanni shows up and makes Ash look like a chump, but we've honestly seen this junk before. Unlike most, I would see it as a vast improvement on how TR was handled until now, except for the matter that there is no cohesion. Everything they did was unrelated to each other. The big climax was just like any of the other two parters, and even though Giovanni was involved, it was sorely disappointing. Many people think TP would've made this more interesting if circumstances didn't prevent them from showing up until later. I think that the abandoned two parter WAS their only planned appearance, since it was implied they both suffered a tremendous loss. TP wouldn't have been that different from their actual appearance, and even though the N we saw was more like the one in BW2, you just know that he still wouldn't be compelling since his logic doesn't work in the pokeworld. He would've been just as lame as he was in Episode N.
