Voltorb is clearly the pokemon world version of a mimic monster, since pokeballs are the pokemon world equivalent of a treasure chest. Voltorb looks like a pokeball not for the sake of looking like a pokeball, it does that to deceive people, much like the treasure chest mimic that chomps off the hand of the unwary adventurer.
