So what's the best EV spread for this guy? I've got a Quiet one with 31/31/31/31/31/x and Giga Drain bred on him. I plan to teach him Sludge Bomb, Earthquake, and Synthesis.

I'd replace Synthesis with Leech Seed instead. It's much more practical even if weather's been nerfed.

252 HP, then play around with a damage calculator and juggle between ATK and SP.ATK

Unless you intend to be a specific wall while you have supports that cover his holes.
