It's easily Gen2 you nimrods. EVs weren't capped so every pokemon could max out every stat and was therefore more reliable.

Most as in highest number, or as in best ratio? Also, do megas count as Gen VI, or their original Gen? Gen I probably wins in terms of numbers, but Gen VI had a pretty high ratio of viable:non-viable, especially if you count megas.
