If a stat has 31 IVs, it's a perfect stat and will have the maximum possible value of that stat. For example there are two lvl 50 Ninetales. One has the lowest, 0 IVs on it's HP, while the other has 31. The HP of the first Ninetales will be 133, while the HP of the second will be 180. A pokemon with 6 perfect IVs is as good as it's species can possibly get.
