Here's a better question, why do priority moves override speed instead of just modifying it? Why can't +1 priority just be 150% speed or 200% speed instead of "lol i go first sucks 4 u"

Because then you could still be out sped by something with high enough speed. The entire point of priority is for the pokemon to go first.

That's my point. A level 100 Ninjask with 6 Speed Boosts should not be slower than a level 1 Rattata with Quick Attack. It just doesn't make sense.

Not having priority is actually beneficial in few cases. e.g. if you have a defensive Pokemon and you want to switch w/o the Pokemon getting switched in risking getting damaged.
