The server is down for maintenance because Gamefreak is updating the encryption to block the rampant Shiny Value trading.

Except that updating encryption would involve a game patch as well as network maintenance.

Well seeing as how the Lumiose Save patch was done through the e-shop instead of connecting in-game, I don't think so. Unless that Lumiose patch also added that capability, but then again I'm not sure if that patch was mandatory to go online.
