Furfrou will be a bulky counter to pokemon, not a physical wall - it just doesn't have the tools to match walls like skarmory and slowbro.
Cotton guard is derp because anyone who isn't retarded won't be attacking furfrou physically.
If I was to run this guy, I'd have a set kind of like this - substitute/suckerpunch/return/support move. Last slot could be Toxic/thunderwave, Baby Doll eyes/charm or roar.
EVs and nature would be adjusted to let it 2HKO prominent threats of that tier, everything else goes into balk or speed.
