Overall, Cloyster is better, but there's enough of a distinction between the two for both to be viable in OU. At the very least, Barbaracle has more of a reason to be OU in gen VI than Haxorus did in gen V.
Also, Barbaracle can run Scope Lens and Sniper instead of Tough Claws, and use Stone Edge/Cross Chop/Shadow Claw as attacks to abuse that sexy sexy 50% crit chance with that murderous Sniper bonus.
