If you're talking things like Absol, Glaceon, and Arcanine, it's probably more or less into the beastiality territory.
Things like Lucario, Zoroark, and Dephox are probably somewhere in between, since they're humanoind but have animal characteristics, but they're literally furry by definition, so if you consider furry beastiality, it is.
But it's all fantasy, so who gives a shit, unless you're going out fucking animals or something. Hell, you can call them monster girls or something instead, seeing as they're monsters and girls.
