Lyra's outfit is probably the best.
Ye old black dress from gen1 is a decent second.
Hilda being the best dressed is an illusion. She just looks like she's the best dressed because she's the best looking out of all of em.
It's basically like trying to compare clothes a model is wearing to something a 5/10 girl like May is wearing. You just think the clothes are better because the model is better at pulling it off.

Dead of frostbite or stinks from sweating too much in that getup. Boots are also extremely uncomfortable looking.
Not that some of the other girls don't have equally horrible outfits for travel but I cant imagine her getting around except via waddle with those clodhoppers.

Crystal actually looks like she'd be able to backpack through various weather and terrain.

Normally I'd agree with you on the miniskirt, but Kanto is such a mild region without any extreme terrain or weather, that it would be unfair to call her out on it. The worst that can happen to her there is that mosquitoes will bite the shit out of her legs. Hilda's outfit is sensible for the urbanized parts, but going through a marsh or a desert in that... well, not so much.

I think they comprehend it. Starting trainers in Pokemon seem to be pretty mature, responsible, and well-versed in how the world works (otherwise they wouldn't be out running around without parental supervision). Moreso than most real-world ten-year-olds. I don't think parents would let their kids go out on their own until they know how the world works and how to keep safe. Not fully comprehending the implications of simple things like wearing short skirts would make it easy for someone to do something much more depraved.
