I got a 4 IV female adamant Horsea (has both Attack and Special Attack) through Wonder Trade that has Outrage. Should I breed an Adamant one or should I give it a Timid father and make the Kingdra choice specs?

Also is there any usefulness in running Flash Cannon on a Special Kingdra for Fairies?
