And by literally stalled, I mean after I killed his Charizard and Megachicken with Cinccino, he proceeded to take the maximum time allotted to choose recover with Mewtwo repeatedly while I tried crunching him with my shiny scottie. I wasn't in the mood to take the 15 minutes waiting to kill him, so of course I quit.

If Mega Launcher or STAB increase power after one or the other, then they'd add 45+ from Water Pulse's boosted 90 BP, adding to 135, same as Surf's, Water Pulse is single opponent, Surf is all, Water Pulse has a chance of confusion, Surf has no secondary, all in all, Surf is better, because if one of the boosts don't add that 45+ BP, it's stronger, and hits all opponents which is good in Double and Triples. Confusion secondary effect is almost irrelevant.
