He is but for different reasons.
Lance is an odd case where his team is absolutely terrible but him being a dragon trainer can be excused for being in gen 1/2 where Dragons were actually rare.
But since gen 3 there's been a dragon trainer in almost every elite 4, it's just stale and predictable. Plus Iris gets promoted to Champion with absolutely no context aside from Alder retiring.

If you want me to elaborate, I think every champion is pretty fucking easy and Cynthia is just at the top because Sinnoh has a decent level rampup when you get to the Elite 4, and she has a type spread instead of just one type focus
