Only banned in Tournaments as far as we know and breeding one in game can be used. This confirms they have no way to tell apart well hacked pokes from the real thing.

Serebii said that Pokebank'd guys couldn't be used.
He didn't say they couldn't be used for some tournament. He said they couldn't be used, period. That includes in-game, as well.

And Serebii has literally never been wrong.

I would not be surprised if the "only Kalos native" rule applies throughout the entire generation to avoid hacked pokemon and make future rules more refreshing. I mean, the unavailable tutors and non-event legendaries are going to be available in future gen 6 games

still, disallowing >250 pokemon is pretty dumb and just makes smogon's metagames even more appealing

Non-Kalos Pokemon will likely be allowed after the first tournament cycle, and if they don't allow Pokebanked Pokemon, you can always breed your transferred Pokemon.

They ARE banned in the upcoming VGC. Even though you can get them through the friend safari they aren't in any of the Kalos dexes. Only central, coastal, and mountain Kalos dex Pokemon that are Kalos native except Xerneas, Yveltal, Zygarde, and Mewtwo are allowed.

The tournament rules state that it has to be a Pokemon naturally found in Kalos, as in, it's in the regional dex.

Just like, no, EXACTLY LIKE last generation, the first couple of tournaments use only the new pokemon.
If they didn't do this, then every tourney of every been would be Smogon's top 5 and a new addition. And that'd be boring as hell. That's why they enforce the use of new stuff only.

It's also very clear that they don't want tutored moves to be available yet, that's why they allow you to breed whatever you like from your transfers, because your tutored moves won't pass on.

But then there's the opposite. Pokemon with movepools so shallow, they really need them. Think Zapdos without Heat Wave and Storm Drain Gastrodon without Earth Power. They'd be wasting their potential that served them greatly last gen.
