Locking half of it away initially allows them to reuse its assets later on as "new" content. They're always pushing you back to it, even in the post-game. First to get access to the final town, then for all of the Looker stuff. In BW Looker had you scouring the entire region. Here? Just one town. Many towns in the BW series had at least one reason to return to them every now and then. XY? Not so much.
