RU and NU can make for niche counters to popular OU threats, such as Rotom-C demolishing his washing-machine brother.
Tiers aren't in place yet, but Quagsire should definitely move up from RU as his Unaware ability lets him counter Azumarill, Aegislash, and most Dragon Dance users handily.

If you're not retarded and can build around a team, you can run anything. I've put multiple NU Pokemon into my OU teams because they're what I needed to take care of my opponents, rather than what's strongest. Because just throwing whatever's strongest onto your team is how you guarantee you do terribly in a competitive environment.

UU and OU are based on usage stats, not viability (although oftentimes they go hand in hand).

That said, I've had great success with Mandibuzz despite it being NU according to Smogon. Most NU/RU pokemon aren't optimal, but can still perform their tasks well.

Lots of pokemon are viable in higher tiers.
Usually the only ones that are bad in their own tiers can't work at all in UU or OU.
Certain ones will be outclassed by something else that does the same thing but better, though.
