just release pokemon with less than 4 IVs I usually get the 5 IV pokemon after about 12 or so 4 IVs

I keep them to wonder trade and then use that as a source of PP Ups/PP Maxes.

There's no other viable source of PP Ups/Maxes in the game.

You get pokemiles for each wonder trade, 1000 pokemiles is 1 PP UP.

You can trade in your pokemiles at some guy in the first Lumiose Poké Center, he has more then just PP ups as well.

If I've got a pokémon with 2 perfect stats but only "above average" potential overall, what should I be doing? Go out and catch more of that pokémon of the opposite gender and until I find one with higher potential and different perfect stats and then breed them? Asking as someone who's never traded and no safari's. Kind of a DIY type.

That still required you have a fuckton of pokemiles to begin with.

20,000, the amount I've gotten from trading 9-10 boxes full of Pokemon I've bred, is only good for 40 of them.
That's 13 moves out of 24 on a single team.

Get someone with a Ditto safari. It really helps.
Then catch a box full of Dittos and check their IVs. Start breeding your mon until at least the two IVs of the Ditto pass down, then switch out with a different Ditto with different IVs.
At one point, you will get a male and a female of your mons that complement each others IVs and that's when you should breed them for higher rates.
