Crits are now only 1.5x instead of 2x, so you carry Sniper to make up for what was lost.
In return, Focus Energy + Scope Lens pushes you to +3, so you get 100% crits instead of what was originally 50%.

Crits ignore all stat changes, both the special attack dropping whenever you use Draco Meteor and any Pokemon that attempts to buff their defenses on you. It also ignores Light Screen and Reflect.
You can baton pass Focus Energy too, so some people have taken to Blaziken / Combusken with Focus Energy + Baton Pass (FE will also mean Blaze Kick has a 100% crit ratio) or Scolipede for the sake of getting Kingdra the speed necessary to take out certain threats.
