Sadly, this appears to be true.

Not that Bianca and Stephan were bad, but they were nowhere near as good as Paul, or even Barry. (And Trip, of course, was just terrible.)

he was the only real rival. Gary was just an antagonizing asshole but Paul was just another trainer with different methods. he's a smogonfag to ash's karenfag.

Paul was a poor man's smoganfag though. Caught pokes based on moves which was dumb since they all learn them as they level up. Blaze is just activated when at low levels of health so it's pointless to beat Chimchar to a pulp when not in battle. If he actually asked his bro to breed him good IV pokes, I would have considered him a smogonite.

this is the anime world. not every pokemon can learn all the moves, some are just better than others. paul hunted down mons with good EVs who were also /fit/. shame that he made a pokemon hate him so much that it turned super saiyan

Actually, the Macho Bracer was in that episode with AJ and his Sandshrew and it was one of the highlights of that episode.

One could even say it was foreshadowing what GameFreak wanted to do at the time(Reminder that Gen II was just Gen I's unused features to a lesser extent).
