I have a Dragon Dance 4IV Jolly Marvel Scale Dratini but Outrage can't be learned as an egg move, it can only be learned by lv.67 Dragonite.
I am looking for Sturdy Carbink and Shuppet but since you likely don't have those in 3-4IVs I'll hear your other offers.
