Why is he the mascot? I always thought Squirtle would have been a better mascot. Did they do it because Team Rocket was going to have the Meowth so they had the cat vs mouse thing?

They wanted something that could be both cute for the girls and badass for the boys. And I think Pikachu was popular used in the game in Japan. Not as much as Clefairy, like the other anon said, but they rejected the idea beause plink blob for the boys wouldn't go. It still got to the main manga though.

Clefairy was originally going to be the mascot, but they changed it to pikachu because there weren't many yellow mascots, and it would increase brand recognizability

yes. Except for the Orange Islands, Decolore Archipelago and the Battle Frontier being in Kanto.

But that's just because those were all fillers in between generations/games.
