Most of the time, no. However, There are exceptions; for example, you should put every EV you can into Shuckle's terrible HP in order for it to be a half-decent tank.

uhh no, the EV spreads are going to vary for every pokemon, if it has a very weak stat, a full 252 EV's isnt going to help, generally you want to boost the best stats to be better, or boost mediocre stats to slightly change their usual role.

a simple example would be if you had something with 110 attack and 90 spatk. you could dump 252 EV into both and make a fragile, mixed attacker, dump 252 into atk only, forego any special atk and put it into defense instead, or split the attacks and boost the defenses for a more bulky attacker.

You can reset EVs with Reset Bags from Super Training. I don't know how to get Reset Bags except randomly from punching an empty bad, though.

thats the only way, ideally punch up a team magma bag first, it makes the pokes punch the empty bag faster and will get you a reset bag faster.

EV training is specialized
Usually you focus on 2 stats that you want to max out.
For sweepers, that's attack (or special attack) and speed. For bulk fighters that's Attack (or special attack) and HP. etc.
Having attack on a special attacker does nothing for you, having HP on a speedy sweeper is usually a waste because you need to outspeed your opponent, not take hits.
So think of what 2 stats you want to max, equip a power item (obtained for BP points at battle mansion), and fight a horde that gives you the EV you want. ONLY fight those hordes. And ONLY switch once you have maxed out that stat. Maxing out stats is super easy to tell in X/Y, just switch your bottom screen to super training and select the pokemon you are training. watch the bar rise on the right side and once it stops rising, switch to a new stat.

Although I should mention that if you haven't made all the berry mutations yet, getting a reset bag will probably take less time than growing the berries, since all in all you need about 6 days for all the berries to mutate.
