If it attacks, it's going to put a dent in Nidoking, but it's not going to attack first and take huge damage from Flamethrower. Not to mention recoil. Using that same Skarm you used.

If you try to set up or use Whirlwind, you invite Nidoking to knock off at least 73.9% damage. And Whirlwind may bring in something that you don't want to face.
I think Flamethrower is better overall.
