JP Blue was a better, revised version of Red and Green. The localised game is literally a combination of JP Red/Green (February 1996) + Blue (October 1996) game versions.
There's no need for three games to be released, because the version exclusive Pokemon were only split it into two. So logically, we could have had our versions labelled Red+Blue or Green+Blue. And as we know, vidya games always go for opposites on the color wheel so they're more distinct.
